The hole is dug. Construction crews have finished excavating the surf lagoon at Cannon Beach, the $200 million surf park and resort development at State Highway 121 and Stacy Road, the Dallas Business Journal reported this week.

The lagoon covers about 3 acres, and the overall project broke ground several months ago, according to the business journal. Connect CRE, summarizing that report, said the surf pool will cost $6 million and is expected to be finished in March 2027.

What the state filing shows

A registration filed Sept. 29 with the Texas Department of Licensing and Regulation lines up with that schedule. It describes the new surf lagoon pool as a 143,445-square-foot project with an estimated cost of $6 million, a construction start date of Dec. 1 and completion on March 1, 2027. A second filing the same day covers a $150,000 filtration building for the lagoon.

Both filings list the owner as TLC Investment Enterprises LLC of Salt Lake City and describe the work as privately funded. The state agency's registrations cover accessibility review, so the dates are the owner's estimates and can change.

Beyond the pool

Plans call for a lazy river, cliff-jump platforms, a sandy beach and cabanas, plus restaurants, shops, an indoor action sports facility, a spa, a resort hotel and office space, according to Connect CRE. Cross Architects is leading the design, and the full build-out is expected to take about four years.

Cannon Beach is a partnership between developer Cole Cannon, the city, the McKinney Economic Development Corp. and the McKinney Community Development Corp. In September, the City Council was scheduled to vote on about $21 million in economic development money for the project.

Once open, Cannon Beach is projected to create about 700 jobs and draw roughly 400,000 visitors a year, according to the two business publications.
