The McKinney City Council on June 16, 2026 approved a resolution authorizing the City Manager to execute a construction contract with A&C Construction, Inc. of Irving, Texas for the Erwin Park Improvements Project. The accepted bid is $10,088,000.00, and the total contract amount may not exceed $10,800,983.00, which includes a $712,983.00 contingency. The action passed on the consent agenda.
How the budget pieces fit together
In a related consent item the same evening, the council adopted an ordinance amending the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program to fund parks construction.
The amendment appropriates $37,500 in Parkland Dedication Old Zone 1 funds, $115,489 in Parkland Dedication New Zone 1 funds, $700,000 in Parkland Dedication New Zone 2 funds, and $678,170 in Parkland Dedication Old Zone 4 funds, for a total of $1,531,159 transferred from the Parkland and Median Fund balance to the Parks Construction Fund.
From that consolidated Parks Construction Fund, the budget amendment then appropriates $152,989 for Erwin Park (project PK9143), $700,000 for the Jim Ledbetter Park Project (PK2506), and $678,170 for the Wattley Park Project (PK1831). The structure converts developer-paid parkland dedication fees collected across four zones into capital funding for specific named projects.
A second contract with Terracon for testing
Council also approved on the consent agenda a separate resolution authorizing a contract with Terracon Consultants, Inc. for materials testing services tied to the Erwin Park construction. Materials testing contracts are routine on large civil projects: an independent firm tests soil, concrete, and asphalt during construction so that the city has documentation that the contractor met specifications.
