Council set to award $12.95 million rebuild of Tennessee, Lamar and Hunt streets

DDM Construction scored highest of eight bidders for the full reconstruction of four downtown blocks of streets, utilities and sidewalks; work would start in November and run to September 2028.

Four connected stretches of McKinney streets are in line to be torn up and rebuilt from the pipes up, with work expected to start in November.

City Council is scheduled Monday, Oct. 5, to consider a contract with DDM Construction Corp. for the Tennessee Street, Lamar Street and Hunt Street Infrastructure Improvements Project, with spending capped at $12.95 million including change orders.

Which streets

According to the staff report, the project fully reconstructs:

  • Tennessee Street from Virginia Street to Lamar Street
  • Lamar Street from Kentucky Street to McDonald Street
  • Hunt Street from Kentucky Street to McDonald Street
  • Kentucky Street from Lamar Street to Hunt Street

The work goes well beyond new pavement. Plans prepared by Johnson, Mirmiran & Thompson include underground utilities, storm drainage, sidewalks and ADA accessibility, parking, landscaping and hardscape, and street lighting.

How the contractor was chosen

The city sought competitive sealed proposals and received eight, opened Sept. 3. Price counted for 40 of 100 points, with the rest split among the contractor's approach, the qualifications of the contractor and its subcontractors, and the proposed schedule.

DDM finished first with 86.79 points. Its price of $11,238,026 was the second lowest; HD Way Concrete Services came in about $21,000 lower but ranked fourth overall. Garret Shields Construction placed second in scoring. The highest proposal was just over $16 million.

DDM proposed 677 calendar days to finish. Staff expects to issue the notice to proceed in November, with completion around September 2028.

Paying for it

Of the $12.95 million authorization, $11.15 million comes from the street fund and $1.8 million from the utility fund for the project. After this contract and a companion contract for materials testing, about $2.71 million would remain in the street portion and about $950,000 in the utility portion.

The item is part of a long Monday agenda that starts at 6 p.m. in the council chambers at 401 E. Virginia St. Staff recommends approval.
